Yes this will allow for a very basic web site to be housed locally on that mac computer. It should be known that if you have any firewalls, routers, etc you'll need to find a dedicated IP to reference for Internet (not intranet, as you'd use your local IP) access.
Running things like mysql, etc will require you install it on your machine and configure it appropriately. Hope this helps
